A factory can make the product, pass inspection and deliver on time. None of that guarantees it will ever see the right tender, understand the buyer's requirements or submit a bid that survives procurement scrutiny.
The loss begins before the document
Proposal writing is the visible part of a much larger commercial job. Before the first paragraph, somebody must find the opportunity, decide whether it fits the factory, identify every mandatory condition, collect proof, model price and delivery scenarios, and assign a person who can make the commitment.
When that work is missing, the proposal inherits bad decisions. The wrong tender gets pursued. A certificate is discovered too late. Capacity is assumed instead of checked. A commercial promise is made without an owner. Faster writing only produces the wrong answer sooner.
Manufacturers need a connected pursuit
The useful unit is not a document. It is a pursuit record that begins with the buyer and continues through the order. The record should know which factory capabilities matched, which evidence supports each claim, who approved the price, what was submitted and what the buyer said next.
